University Study to Evaluate Capital of Culture 08 Impact

Liverpool
Impacts 08 - the Liverpool Model, is a joint research initiative involving the University of Liverpool and Liverpool John Moores University, which will evaluate the social, cultural, economic and environmental impact of Liverpool's European Capital of Culture status on the city, its people and the Northwest. The project, commissioned by Liverpool City Council, will examine the progress and impact of the Liverpool 08 cultural programme from the period of the bid through the preparation stages to 2008 and beyond.  The aim of the project is to develop a research model for evaluating the multiple impacts of culture-led regeneration programmes that can be applied to events internationally as well as the UK, such as the London 2012 Olympics.

 Survey of Young People's Engagement with the Arts in Ireland

The National Youth Arts Programme (NYAP) is an initiative of the National Youth Council of Ireland and supported by the Arts Council and the Department of Education and Science (Youth Affairs Section). The NYAP is dedicated to the development and advancement of youth arts in Ireland. It aims specifically to realise the potential of young people through good quality arts practice within youth organisations and to develop appropriate policies and activities at local, regional and national level.   To raise understanding of the value and the contribution of youth arts to the personal, social and creative development of young people, research needs to be carried out to establish the nature of current youth arts practice in Ireland. As part of a broader research strategy, the National Youth Arts Programme wishes to commission a survey examining how young people are currently engaging with the arts in Ireland.   The completed survey will support the National Youth Arts Programme's development of County Youth Arts Action Plans in 3 target geographical areas, during 2006/7/8, as part of the implementation of its Strategic Plan 2003-6.

The Public and the Arts 2006

Support for the distribution of full-length feature films, animation and documentaries
Support for distribution is managed by the EURIMAGES Secretariat, it is aimed at providing a system of support for distribution complementary to the Media Programme of the European Union. The support is available to distributors of the member States who are not able to benefit from the support awarded by Media 1, i.e. Bosnia and Herzegovina, Croatia, Romania, Serbia and Montenegro, “the former Yugoslav Republic of Macedonia” and Turkey.  Distributors from these countries may apply for support for distribution support for films originating in any of the EURIMAGES Member States.  Moreover, distributors from any member State may apply for distribution assistance for films originating in the six abovementioned States. No distributor, however, may apply for a film originating in its own State. The Management Board of EURIMAGES decides on the amount of support to be awarded. Financial support is given towards the distribution costs. Assistance may not exceed 50% of the costs and the maximum contribution from the Fund may not exceed 8,000 euros.

Report on the diversity of language teaching offered in the European Union
Publishing of a five-yearly monitoring report on the state of diversity in the supply of language teaching in the EU.  Linguistic diversity Linguistic diversity is one of the distinctive features of the European Union. Respect for the diversity of the Union’s languages is a founding principle of the European Community.  In order to help broaden the range of languages taught, with a view to reflecting more accurately this linguistic diversity, the Action Plan 2004–2006: Promoting language learning and linguistic diversity requires the Commission to publish a five-yearly monitoring report on the state of diversity in the supply of language teaching in the European Union.  Duration of the contract is 9 months from the award of the contract. The network of experts will advise and support the Commission in the analysis of educational policies and reforms and of their implications at national, regional and European level. The network is expected to support European level policy-making with trustworthy state-of-the-art knowledge and expertise about the role education and training may play in contemporary European societies, not in isolation but in connection and synergy with other policy fields and concerns (such as health, employment, welfare, migration, youth, social inclusion, social cohesion and social justice).  Duration of the contract is12 months from the award of the contract.

ignite! west midlands *is a major new training and creative music project for teachers and musicians, igniting music activities in West Midlands schools, and running throughout 2007 and early 2008 as a partnership between MusicLeader West Midlands and the regional Creative Partnerships areas.   As lead trainer, you will run approximately 72 hours of training for 10 teachers and 10 musicians, and will then advise on and oversee funded projects which the trainees run in appointed settings, with a specific focus on creating new music.  Total project fee: £9,000 to cover all fees and expenses, including co-trainers. Conwy County Borough Council
The Conwy Arts Strategy (2004) identified a lack of professional contemporary dance presentations in north Wales . Weakness of dance provision and a general desire to improve this situation was a consistent message throughout the consultation process.

Migrations was established in response to this, creating a programme of high profile international contemporary dance, presented by Conwy Arts Service with funding from the Arts Council of Wales.

We would like to appoint a consultant to produce a Feasibility Study to assess the future viability, management and development of the Migrations international contemporary dance project.

The client is looking for skills and expertise in options and feasibility studies, business planning and management structures. A good knowledge of contemporary dance would be an advantage and considerable knowledge of the management of arts (preferably including dance) organisations in the UK is essential.

Feasibility Study for Birmingham International Dance Festival 2008
DanceXchange, on behalf of the Birmingham Dance Hub, is seeking a highly experienced consultant to undertake a study into the feasibility of a new Birmingham International Dance Festival proposed for 2008.

With a view to making a case for the Birmingham International Dance Festival 2008, an experienced consultant will be commissioned to carry out a Feasibility Study. This study should explore the impact such a festival would have on the organisations involved, the dance economy and the City, and help link into Government and City agendas. It should outline the capacity and resources that would be needed at each stage of development, and assess what the risks would be. It should also recommend a festival management model. This study will determine the way forward for the festival partners and provide valuable supporting evidence for the fundraising process.

Candidates will be assessed on the following:
- Knowledge and experience of working in the UK arts and cultural sector
- Experience of carrying out impact assessments and evaluations from both an economic and social perspective
- Experience of assisting arts organisations to undertake research and inform policy

DanceXchange, on behalf of the project partners, is seeking a competent and experienced consultant to undertake a thorough evaluation, in two stages, of DAiR To...

DAiR To... is an exciting dance development project happening in five areas of the West Midlands, with five project partners and five Dance Artists in Residence, whose work targets disadvantaged young people. The project partners wish to appoint a consultant who will thoroughly evaluate the project and decide on the best way forward for DAiR To..., in two stages.  Firstly, the consultant will conduct an interim evaluation of the project. This should investigate the main successes and areas for development and identify whether there is a future for the project, and in what form. This should also identify how any future activity can be resourced so that DanceXchange can submit funding applications (if relevant) before the project is completed.  Secondly, the consultant will undertake a summative evaluation of the project, which will be made available to all key stakeholders in dance development and education, to be used as an incentive for other arts organisations to develop similar projects, and to help lever funding for any future work by the DAiR To... project partners and/or DAiRs.

Candidates will be assessed on the following:
- Experience of carrying out similar work
- Knowledge of dance development and dance education
- Knowledge of developments within the arts and "social inclusion"

New Performance Facilities - Southampton City Council


Southampton City Council is seeking an organisation to animate and manage the performance spaces within a major £13m purpose-built arts complex. Organisations with extensive experience of working in the arts in collaboration with other arts providers are requested to express their interest in being invited to tender for this exciting project. Housing the John Hansard Gallery, Art Asia & City Eye and the performing arts spaces, the complex will be an important presence in the emerging cultural quarter and will put arts and culture at the forefront of life in this thriving city. You and your team will prepare for opening (scheduled for completion in 2011), manage and operate the performance spaces and ancillary public areas while contributing to making a success of the complex as a whole.  An organisation is needed who will programme a varied mix of performance arts including music, theatre, dance and comedy, that will attract audiences locally and regionally and will reflect and be attractive to our diverse communities. Fareham Borough Council - Management Contract Tender

Fareham Borough Council is seeking expressions of interest from suitable organisations for the development, management, operation and promotion of Ferneham Hall. The hall is a multi-purpose arts and public entertainment venue - located in Fareham town centre and comprises of three main areas - namely the Solent, Meon and Octagon. It provides a varied programme of activities and events, including concerts, shows, cinema screenings, light entertainment, exhibitions and displays. The Solent is the largest indoor public venue in Fareham and seats up to 732 people in theatre style. Over the last three years, annual attendances at the facility have averaged over 100,000 and turnover has consistently totalled over £700,000.

This contract will be for a period of between 10 and 15 years with a proposed commencement date of 1st April 2008. The arrangements will include a transfer of staff under the Transfer of Undertakings (Protection of employment) regulations (TUPE) and compliance with the Code on Workforce Matters. The final term agreed will be subject to the successful bidder's proposals. The Council is keen to attract innovative proposals for the facility and is seeking a risk transfer for the repair and maintenance obligations, therefore the provision of capital investment should form part of the proposals.

 Call for companies of young theatre makers 

Contacting the World 2008 seeks expressions of interest from young theatre companies to participate in a pioneering, intercultural project.
 

Contacting the World is a biennial international theatre project developed by Contact in Manchester, one of the UK’s leading organisations creating work by and for young people.  It aims to increase the skills, understanding and experience of young people from around the world in a unique theatre project facilitated by the internet.  Twelve theatre companies from the UK and overseas will be twinned to work collaboratively over an eight month period, devising twelve new productions which will be premiered together in the UK July 2008.  This is a unique opportunity to take part in an extraordinary project that focuses on exchange and genuine creative collaboration.

Contacting the World is due to take place from October 2007 to July 2008.  Applications to participate are currently being invited from young theatre makers, emerging artists, youth theatres and other organisations creating theatre with young people. You will need to meet the following eligibility criteria as part of the application process:

  • Participants of companies must be aged between 15 and 25 years of age
  • Be available to collaborate on the project from October 2007 – July 2008
  • Be creating work that is groundbreaking.  You must be able to demonstrate how your work is innovative.  This can be through your artistic product, how you are organised, how you recruit and work with other young people or your aims in creating theatre.
  • Provide at least one representative from the company to take part in an exchange visit to an international company
  • Availability to perform and attend a week long event in July 2008
  • Ability to fund own production costs
  • Access for participants to the internet

ACW are committed to developing access to the arts for all and wish to commission a comprehensive investigation to explore the issues that inhibit arts engagement, and investigate reasons behind an apparent decline in arts participation. Particular emphasis in the study will be given to people living in Community First areas and those on the lowest levels of income.

International Visual Arts
We wish to engage consultants to conduct an international impact study of ACW's contemporary visual arts initiatives including the Welsh presence at the Venice Biennale, the International Artes Mundi prize and curatorial research visits facilitated by Wales Arts International. The study will aim to assess the impact of the projects and the benefits to Wales.

1. Background: About Camberwell Arts Network:

Over the last few months, a strategic steering group comprising a number of key arts and cultural organisations from across Camberwell and Southwark have been meeting to develop a vision for a new Arts and Cultural Network for Camberwell.
 
Southwark Council, represented through the local regeneration team in Camberwell are part of this steering group and recently a small pot of funding was ring-fenced to enable the new emerging network to define its vision and scope. This seed funding is to be allocated in a number of ways including streams for facilitation, programming & events and mapping/research.

The steering group is representative of a much wider pool of local interests and a large range of individuals and organisations from across the Arts and CCI’s (Cultural & Creative Industries sector).

DCMS Tender: The Voluntary Arts Sector in England: Research Specification

Estimation of the size and make up of the formal voluntary arts sector; how groups are structured and what support infrastructures are available to them, what the barriers and enablers are; with additional information on opportunities for the growth of the sector and the impact of the sector on skills and communities.  

 

Summary

The Department for Culture, Media and Sport (DCMS) wishes to commission a programme of research to improve the Department’s knowledge base on the formal voluntary arts (VA) sector in England. The primary objective of the research will be to collect quantitive data on the size and make up of the sector. Umbrella groups will be important partners for the collection this data. The research will also look at the way the sector is structured; how the groups that exist within it organise themselves; and where they go to find support on issues such as funding, representation, marketing, recruiting members, regulation, health and safety, venues, and so forth.

 

In addition to this, the research will explore, from the point of view of individual participants (or potential participants), how the structure and support infrastructure of VA groups can impact on levels of participation. As well as providing practical recommendations from this information for increasing participation, the research will also highlight opportunities for the VA sector to grow and develop (e.g. develop new roles within communities, expand into regions of low take-up, or expand into new artforms). These opportunities might include alternative sources of funding, marketing, central or local government initiatives, or opportunities presented by upcoming events.

 

Finally, the research will look at what evidence is currently available about the impact of the VA sector on skills and communities. This may involve desk research to pull together any existing information on what kind of impact the VA sector can have in terms of: the development of its participants’ skills and/or qualifications; the relationship between the amateur participants and the professional workforce; local and national economic impacts; impacts on health, crime, community cohesion or any other related agenda that has previously been studied.

 

We expect the research team will need to use VA umbrella bodies as its primary source of information. Some group leaders and participants may be interviewed to give a more in-depth picture of the barriers and enablers to participation, and the desk research will be draw from various sources including published reports and web-based research.
